I think you should go with both, in school, we had that, and I sent them to a bunch of my friends, it's the thought. I wouldn't say "be my valentine" though, I would say something like "thinking of you, hope you have a great Valentines day" something simple, I mean she already knows you like her... so go for it. I think it's a very cute idea, and I think that she would enjoy it very much. There is nothing better then to get a Valentine from a good friend on Valentines Day after a big break up... she'll love it, go for it!!! :)
Reply:you could send her bear and roses, but make sure you have a good chat with her afterwards.. make it clear that you are aware of her break up and you don't want to pressure her for anything.. let her know you are there as a friend and that you are interested in taking things further, but only if/when she's ready..
Reply:i think the bear would be nice...flowers tend to die but the bear is going to last and they are hugable
Reply:I say go with the bear and no flowers, but in either case stick with one or the other. Both is simply too much.

Also be warned! a person who has just gone through a breakup is really unpredictable. Tread with caution if you choose not to avoid altogether.
Reply:I agree with Trish. Keep it simple and change "Be my Valentine" to something less...blunt. Very cute and sweet idea. I wish I'd had someone do something so sweet when I was in school...I would have melted. Good luck to you :)
